Australia’s identity guard system ‘broken’ and ‘not fit for purpose’

The new identity guard systems in Australia will be rolled out on Wednesday, with a focus on making sure people who need to use the system feel secure and protected.

The federal government is considering a $20 million funding boost for the system, which was introduced in 2016 and will be in place from November, with an aim of reducing the number of people who lose their identity.

But privacy advocates have criticised the system and have warned the security measures are flawed.

A new report published on Monday by the Privacy Rights Coalition says the system is not secure and is not fit for use.

“The Australian Government has no legal authority to force Australians to use an identity-based system that is not designed for security and that is so clearly inadequate for the purpose,” it said.

“This is not about national security or national security-related matters.

This is about people losing their identity and not being able to access financial, medical or other vital services.””

The privacy impact of the Australian Identity Guard system is so great that it will be difficult for the Australian Government to justify continuing to use it,” it added.

The Privacy Rights Commission said the system was not being tested for safety and privacy.

“If there is any reason to doubt its ability to meet that requirement, the Australian government should provide evidence to the Senate and House of Representatives,” it wrote.

“We do not believe there is a real risk that the system will not meet its purpose.”

Privacy advocates say it is crucial the system be tested for security before people are forced to use them.

The Australian Human Rights Commission has also expressed concerns about the new system.

“It is important to recognise that the identity guard is a ‘unique’ service,” it says.

“People should have a clear understanding of what this service means and how it is designed, and should be able to use this service in a way that is consistent with their privacy.”

The Privacy Protection Centre of Victoria said the new systems were being used in a “poorly designed, poorly managed and insecure” way.

“What is most troubling about the Australian identity guard … is that it is so vulnerable to abuse,” it told the ABC.

“Privacy breaches and vulnerabilities in the system have been uncovered by a range of privacy and civil liberties groups and are a growing concern.”

The privacy watchdog said it was concerned the system did not require users to provide personal information to the police.

“Many people may be reluctant to provide their personal information,” the report said.

But Privacy Commissioner Richard Di Natale said the Federal Government had taken a “pro-active approach” and needed to test the system.

He said it needed to “ensure there is an appropriate balance between protecting individual rights and protecting public safety”.

“If we can’t do that, then we are going to have a system that will be very vulnerable to misuse and will not be fit for the job it is being designed for,” he said.
